With the benders all you have to do is put a decimal point to the right of the first number and you'll have your displacement in cubic inches. i.e: an 820 is 8.20 cubic inches.
Regarding HP, none of the manufacturers published HP ratings because it varies, so you'll only get a ball park estimate at best from anyone. The rule of thumb with the benders is the bigger displacement motors put out more power, unless you're talking early 5 ports. A 5 port 580 put out more HP than a 3 port 700 and so forth.
Anyway, hope it helps.

West Bend did publish HP ratings, but they were different for the same size engine, depended on the application. The 580 had a range of 3.5 to 5.0, the 580 HT (bushing motor) 3.25, the 700 had a range of 4.0 to 6.0.
The 580 (58012 and 58013) and 700 (70012 and 70013) 5 ports were designed as a kart engine and rated at 6.5 and 7.5 HP @ 7000 rpm
The 610 series were rated at 5.0 to 7.5 hp and th 820 were rated 6.5 to 10 hp.
The 510 series were rated at 3 hp @ 4500 rpm
