Engine Builder Mike Turchen

I am looking for some history trying to figure out who built an engine I purchased from the late Steve Peterson (NASCAR). I bought the Mc93 from Steve as NOS. On examination it is clear the engine has been "Built". Included with the engine was a flyer for WINDWAYS, listing Mike Turchen, Chula Vista, CA. Anybody ever hear of him? The block has some numbers stamped on it, curious if it means anything to anybody?

The BDC carb has been modified with a check valve installed where the duckbill would go similar to the article on this web site.
